Notification center: Settings successfully saved message appeared even though there is no changes

Reproduction Steps

1. Open https://connect.topcoder-dev.com
2. Login as pshah_manager
3. Goto notification center
4. observe that save changes button enabled
5. click on save changes button without making any change

Expected Result

Save changes button should be disabled if there is no changes.
If it is enabled then the message should not shown without any changes.

Actual Result

Save changes button is enabled always and if we click on save changes without making any change also, it is displaying message "settings successfully saved".
