AclClassIdUtils is package private and not accessible

Describe the bug
This is a follow up from #10079, as i discovered, that AclClassIdUtils is package private, wich seems a little bit weird to me, because there is a legit use case for this?

Expected behavior
This class should be part of the public api, so you dont need to create something similair for yourself.

Sample

A link to a GitHub repository with a minimal, reproducible sample.

Reports that include a sample will take priority over reports that do not.
At times, we may require a sample, so it is good to try and include a sample up front.
