Core XSD Schema - Allow the "id" attribute for elements within Chains [INT-2755]

We allow id attributes for non-Core components within <chain/> elements. However, the Core XSD Schema does NOT allow the id attribute being set. We need to relax that requirement.

I also need this solution. So, I'm going to fix it soon.
However it won't be so easy, because #6304...
