Delete unused code in CollectionView

Fixes #2300

Should be reviewed/merged after #2295 because I using the useParams hook from react-router v5.1+

Changes:

• Delete legacy code which doesn't do anything
• Convert from a class component to a function component
• No changes to behavior

I have verified that this pull request:

• has no linting errors (npm run lint)
• has no test errors (npm run test)
• is from a uniquely-named feature branch and is up to date with the develop branch.
• is descriptively named and links to an issue number, i.e. Fixes #123
