What's in this PR?

Drop obsolete unmaintained PHP and Symfony versions.

Why?

They are becoming hard to maintain. A bunch of builds on travis-ci currently fails.

Supporting unmaintained PHP and Symfony versions also incites people to take the risk of running those versions.

We create a new minor version with this, so people stuck on legacy systems can still use 1.15.*
