Possibility to configure subsequent poll delay for `PerResourcePollingEventSource`

(This popped up somewhere just don't remember where). Basically it's common that after an external resource initially created, it does not need to be frequently polled, while in early phases it might be beneficial to have it polled more frequently while initializing. Would be nice to have this configurable on demand. And seems to be elegantly doable in the current impl.
