Add a command line param for the hoogle database location

#887 introduced setting it via the environment variable "HIE_HOOGLE_DATABASE".

Create a command line parameter for this as an alternative mechanism.

@alanz I did like to help with this issue. Do I understand correctly, the command line options should be parsed in MainHie.hs & HieWrapper.hs? What I am trying to figure out is, how to communicate this to initializeHoogleDb function?

Edit: Would it be correct to setEnv HIE_HOOGLE_DATABASE based on passed cmd line parameter since initializeHoogleDb already uses that?
