Description of the Change
This pull request is just so that we can do the update to arica without overriding a non-working CI.
We should update python version to, at least, 3.7+ since python 3.6 is end of life. An update to 3.7+ would be a much bigger change and I want to support arica asap.
Alternate Designs
Could have updated to newer python version, but that change would be much bigger and I want to get arica support out.

Many. We must prioritize updating python versions after this.
