Fixes a dead link on https://github.com/angular/angular-cli/wiki/stories-configure-hmr and clarifies what exactly should go into the build and serve sections of 'angular.json' to enable Hot Module Replacement. The edits prescribed for 'main.ts' will trigger a TypeScript compilation error if node types are not found. The fix is to add them to 'tsconfig.app.json' as described in this change.
