`autoStyles` disables `scoped` styling

Hello,

When autoStyles is set to false, a template that contains a scoped style tag is no longer rendered with the data-v- attribute.

Documentation notes autoStyles is related to the lang attribute.
In my opinion autoStyles should not disable style scoping.

I'm using rollup@0.41.6 and rollup-plugin-vue@2.4.0.
