If a tslint.json extends from tslint-config-prettier, output usage of eslint-config-prettier

Flip side of #2. These Prettier plugins are a rare case of equivalent plugin extensions between the two different linters. 

IMO there should be a `Map` somewhere holding TSLint plugins with ESLint equivalents. It can start off with just holding these, and be added to as more are found.
