File separate issues for each missing rule converter

Overview

There are a lot of rules that were recently added to typescript-eslint but haven't had "converters" added to this repository yet. #139 is an example.

Now that the converters are generally documented (#66), let's file individual issues for each rule that's missing a converter. That way they can be given the hacktoberfest label individually!

If nobody does this soon, I'll take it on. 😄
