Budget increment/decrement arrows not showing in IE11 and Edge browser

Reproduction Steps

1. Login as pshah_copilot / topcoder123
2. Navigate to any devlopment project for example: https://connect.topcoder-dev.com/projects/2620/specification/
3. Go to specification of the project
4. Scroll down where budget text field is shown
5. start typing any valid number suppose 77
6. tab out of the field and then again hover over to the end of the budget text fields
7. observe for increment/decrement arrows

Expected Result

increment/decrement arrows should be shown as shown in chrome and firefox browser

Actual Result

increment/ decrement arrows are not showing in IE11 and Edge browser as shown in chrome and firefox browser
Also, observed that instead of increment/ decrement arrows a cross is shown as soon as we start typing any value.
