Blank feature name appearing on Add/Edit Project Feature Custom feature

Reproduction Steps

1. Log in to https://connect.topcoder-dev.com/ with pshah_manager/topcoder123
2. Create a new App project
3. Navigate to Specification and Go to Feature requirements section
4. Click “Add/Edit Feature” button
5. Now navigate to Project Feature page
6. Add a custom feature say '123' And Save feature
7. Click edit for same feature
8. Remove the feature name completely

Expected Result

'Save feature' button should be disabled and person should not be able to save blank feature

Actual Result

'Save feature button is still enabled and person is able to save blank feature
