Admin user not able to change project status of all projects in card view

Select Card view

Expected Result

Admin user is able to change project status of all projects in card view

Actual Result

Admin user is not able to change project status of all projects in card view

I think this is because Manager hasn't joined to the particular project

@sdgun that should not make any difference.
Spec says. :

Connect admins can change project status at all times

Please consider.
