Project Name text box is not responsive

Reproduction Steps

1. Login to https://connect.topcoder-dev.com/ using pat_monahan/topcoder123!
2. Create a new project with very very long project name like Very Very long project name Very Very long project name Very Very long project name Very Very long project name Very Very long project name Very Very long project name Very Very long project name Very Very long project name Very Very long project name -
3. Observe Project name text box
4. now create a project with other valid details and navigate to its Specifications page
5. Observe the Project name there.

Expected Result

Project name text box is responsive and text gets wrapped to next line

Actual Result

Project name text box is not responsive and not wrapping at both the screens and hence user is not able to see Project name completely
