Submission Visibility & Maximum Number of Submissions not matched in WM

To Reproduce / Actual Behavior
Steps to reproduce the behavior:

1. Create new Design Challenge
2. Check and fill Submission Visibility & Maximum Number of Submissions
3. Navigate to Challenge in Direct & Challenge page
4. There will be inconsistencies values. Check screenshots below

Expected behavior
Need to have consistency values
