Tasks should not pay $40 to copilot if no payment set

Describe the bug
I created a task to pay myself out under dev (because I made code changes) and not as copilot.
I set the copilot payment to $0.

Yet, I see two payments - one as dev and one as copilot, with the copilot payment set to $40 in my PACTs

To Reproduce / Actual Behavior
Create a task as a copilot. Set copilot payment to 0 and dev payment to non zero value.
Once task is closed and paid out, check PACTs - you should see $40 as copilot payment

Expected behavior
CoPilot payment was set to $0 - thus no copilot payment should be made
