Draft - vs - new

We have the concept of "Draft", which is a draft that also exists in OR. We also have the concept of "New" which is sort of like a draft, but it doesn't exist yet outside of V5. This is a little confusing and the UI makes it even more unclear. I think we need to revamp the approach here.
