The 'Success' message is not displayed when user add some changes to the Public specification

Steps to reproduce the problem

1. Open https://challenges.topcoder.com/ and login as codejam
2. Select a project from the list 'Q2: Customer Experience Prod/Dev Delivery (Connect Projects)'
3. Go to Draft > Select a challenge
4. Click 'Edit'
5. Add some text to Public specification
6. Click 'Save Draft'

Actual behavior

• The 'Success' message is not displayed when user add some changes to the Public specification

Expected behavior

• Should display the 'Success' message

Environment

- OS: HP 15-dw1xxx 15.6 inch; Window 10
- Browser (w/version): Chrome 85.0.4183.83
- User role (client, copilot or manager): Copilot
- Account used: codejam

This might be happening because the public specs field is auto saved, so it is auto saved while user is typing. And there is no change to save when use hits Save Draft button afterwards.
