[$50] All phase dates should be editable for a new challenge

Expected behavior

For a new challenge, the user should be able to edit all the phase dates (none should be disabled)

See attached - we're noting that the phase dates are disabled

After I debug this issue I concluded below assumption. challenge-api is not updating scheduledStartDate and scheduledEndDate fields. It only accepts duration field.

I don't know if it's correct or not but should we fix it on backend side? Below is the curl request

So, the API only allows updating the duration of each phase. The correct way to update the timeline based on how the API was designed is to update the challenge start date and then the duration of each phase
