[$250] Add phases to WM creation / editing

Expected behaviour

When WM is being used to update a challenge, it's potentially overwriting phase information if the phases have been updated from OR. This will be step 1 in getting away from OR for phase management.

Actual behavior

This ticket will simply provide additional fields so that the user can edit the phase start dates, end dates, and durations, similar to what's in OR now:

The current UI only has Start Date, but we can change that to say the actual phase name, like "Registration".

Each phase should have an individual row in the UI

The row for each phase should be extended to include: Start Date, End Date, and duration, similar to OR. Updating the duration will automatically update the end date.

@nursoltan-s - A couple of tweaks:

1. Can we have duration in hours please? Right now it's in seconds, I think?
2. Can we make it easier to enter text into the duration box? Right now it seems like it loses focus after each key press, which makes it hard to update
