A start date field should display for all tasks in WM
The start date should default to the current date and time

It was previously fixed by this issue #1007. So it looks like a regression issue, as I can see the code of the fix present.

As confirmed by James on Slack: we should not be able to set the start date for tasks manually, it should be set automatically to the current time during activation.

hey, @dashu-baba, previously you've fixed this task via #1007 but somehow it doesn't work anymore for us. Would you like to find what happened to it and fix it as a separate $30 task?

We have to make sure that it works good in all the cases which were found during the review #1031 (review)
