[$40] All teams must be returned for Booking manager role

expected: GET/taas-teams must return all teams and not just the teams created by the user.
actual: GET/taas-teams returns just the teams created by the user.

This issue happens, because generally, users with the bookingmanager role cannot get all the Projects form Projects API.

To fix this issue we have to check if the user has bookingmanager role, then we have to retrieve projects from Projects API using M2M token, so such user would get all the talent-as-a-service projects from Projects API. The same time for other users, we have to skill user their token, so they would get only the projects they have access to.

This logic should work for all team endpoints:

• GET /taas-teams - return all teams for bookingmanager role
• GET /taas-teams/:teamId - bookingmanager should have access to any team
• GET /taas-teams/:teamId/jobs/:jobId - bookingmanager should have access to any team
