this looks like a Community App issue on DEV
i've checked other completed challenges on DEV in Community App even not created with TaaS and they also don't have Winners tab, see https://www.topcoder-dev.com/challenges/?bucket=allPast
examples:

• but some have https://www.topcoder-dev.com/challenges/fbbb976b-2e38-4781-8dc1-852a5f0b53b2

I found one difference, there is a change in Challenge API, it adds type to the winner array topcoder-platform/challenge-api@4fe35ce
this was only pushed to DEV, but not PROD
it looks like tasks which was created after Challenge API added type are not showing winners, while older tasks show winners
