[getSkillsByJobDescription] Skills matching to some skills entered in the job description are not returned

Steps
Go to https://platform.topcoder-dev.com/taas/myteams/createnewteam
Click select button in the 'INPUT JOB DESCRIPTION' box
Enter a description including below skills(pls note these are only a few examples)
AWS
Ant
Axure
data science, big data

Current behavior
The skills are not returned even though they exactly match the existing skill
