[$50] Add "Workload" field to v5/jobs

The following field to be added to v5/jobs model and all relevant API definitions:

Field Name: Workload
Field Type: string

This field will function as a picklist in the UI. Available values: Full-time, Fractional

Updates required to API & supporting documentation.

Yeah, you can assign the task to me.

I would like to ask a few questions about the workload field:
a) is workload a required field?
b) what is the default value for the workload field? Full-time or Fractional?
c) I think we should also update some joi schemas in taas-es-processor to handle this additional field.
