administrator check needs to take case into account

currently we check the user's roles "Administrator" with a capital "A". We should lower case all roles before checking.

Lowercase on the roles configured
Lowercase on the role in the request

This has been in place since July.

@callmekatootie that's not always the case. See this commit where I threw in a lower cased administrator since we're not using those functions
