Provide "download all" feature

Provide an option to download all submissions. The use case is a copilot/ca/admin wants to download all of the submissions for a particular challenge phase in one bundle instead of individually downloading each submission. For example, download a bundle of all checkpoint submissions for challenge 123.

that really seems more like a challenge related API call or even an admin tool UI capability. I don't think it would be good to put this into this API for the obvious reason of how large that would be to send down. IF we were to do it in this API it would have to be an async, batch process which would be a decent expansion of this API. I think it's better handled outside this API by a different service that aggregates the URLs from a call to this API.
