Suggestion: Add option for user to setup payment later

While going through the wizard, it feels like I have to complete the tax form and Payment method before proceeding further.
Only a few percentage of members get paid, hence I would  like to avoid PII data, where not needed.
Also it will increase ticket volumes, as folks will setup payment information even if they don't win.
May be adding a checkbox, ( I will do the payment setup later , when I win) and some text along the lines will be helpful.
