Newly created account is prefilled with payment setup details

Description:

Newly created account is prefilled with payment setup if the user has not clicked the Explore Topcoder Home button at last.

Note: This issue won't happen if the cache is cleared in the browser and log in with new account.

Steps to Reproduce:

1. Create a new account in Topcoder.
2. Fill the payment set-up details and submit.
3. Don't click the Explore Topcoder Home button at the last page.
4. Create another account in the same browser used.
5. Go to /onboard page and check the payment set-up page.

Actual result:

The payment set-up details are already filled.
