Summary:
Submission still gets uploaded even though user has logged out in another tab [Security Issue]

Steps to Reproduce:

1. Open a challenge details page (https://platform.topcoder.com/earn/find/challenges/e188f5d7-1b21-4e65-8bfe-b887b14c2ebb)
2. make sure you are registered for the challenge
3. Click on Submit
4. On the submission page, right click on User's avatar and open the profile in another tab,
5. In the new profile tab, log the user out
6. Come back to submission tab, Click on Pick a file
7. Upload a submission file, Check the terms and Conditions
8. Click Submit
9. notice the results

Actual Result:
Submission still gets uploaded even though user has logged out in another tab [Security Issue]

Expected Result:
Submission must not get uploaded if the user is logged out in another tab. This is a security vulnerability.
