[$200] Move "Edit" to comment block

@atelomycterus - We're going to move the Edit functionality out of the 3 dot menu and into the comment block:

A couple things:

1. Ignore Delete - normal users won't have that, and admins can still see the 3 dot menu to delete comments / discussions
2. Edit will only show for comments / discussions owned by the logged in user.
3. Admins can either see Edit in the 3 dot menu still, or will just have Edit shown for all comments / discussions.

The goal is that there will be no 3 dot menu for normal users. They will see Edit, Quote, and Reply as appropriate.

@atelomycterus - Clarification here - admins should be able to Delete posts from anyone, but NOT edit them. Edit will only be available for the user's own posts, even for admins.

'Comments.Edit' permission should be removed from admin roles. I've updated admin roles on DEV.

@jmgasper This issue is related to comments but you've mentioned discussions as well. I've checked MarvelApp and 'Edit Discussion' has been moved and it should be displayed after the discussion body (https://marvelapp.com/prototype/c06bg41/screen/77911792). Please let me know if this task is in the scope.

@jmgasper In this ticket the screen shot you have provided has Edit . Delete in the left side and Reply . Quote on the right. But in the latest Marvel app I only see Edit . Quote . Reply on the right. https://marvelapp.com/prototype/c06bg41/screen/77911791

@sdgun I've noticed some changes in MarvelApp. Now Edit in the right side. MarvelApp was updated today/yesterday.
