What is the difference between announcements and discussions

I no longer see Code Documents v/s Code Questions but instead see Announcements and Discussions.

What's the difference between the two?

So - Clicking on the link in the email (when the contest is first launched) gives the above.

Clicking on the link in the challenge details page shows me the Code Questions / Code Documents page... If that helps
