[$40] Don't auto-follow for anything other than members / copilots

@atelomycterus - In prod I'm receiving complaints that managers / observers are getting too many notification emails by default. Topcoder would like the auto-follow of challenge forums to only apply to registered members and copilots, not all the other roles.

@atelomycterus Are we not setting auto follow to copilot and normal users too now? I can see in the new challenges we create, Copilot is not auto-following or auto-watching and for the normal user, auto-follow is not set but auto-watch is set
