[$30] Unable to create discussions/announcements on the New challenges created by Admin

Steps
Log in as Tonyj
Go to https://vanilla.topcoder-dev.com/groups?filter=challenge
Click Challenge button
Create a new challenge
As the same user or as a normal user log into forum >> access above created challenge
In the newly created challenge click New Announcement or New Discussion buttons

Issue 1
The Discussion/Announcement creation is opened with the category drop down, so the user has to select the category from there again.

Since the user clicks New Announcement or New Discussion buttons inside the challenge it should not ask the user to select a category

Issue 2
The category drop down doesn't have the newly created challenge

@jmgasper Need to clarify the requirements for Issue-2. Let me know what categories should be created for a regular group/a challenge from UI?
Should we use template.json from a challenge forum processor to create categories for a challenge?

@atelomycterus - Sorry, I think I misread the logged issue. All we should do is disable the user from accessing create challenge. Those should all come from the forum processor, not created manually.
