"Join the Community" link available in the footer is broken

To Reproduce
Steps to reproduce the behavior:

1. Go to https://www.topcoder.com/data-science/data-advisory/ or any of the testing URLs
2. Scroll down to the footer section
3. Click on "Join the Community"
4. Notice the behavior

Expected behavior
Clicking should open a new page with proper contents
