Steps to Reproduce

1. Go to the https://www.topcoder.com/settings/profile
2. go to the language and select the Spoken Level and Written Level from drop-down
3. Click on cross and observe it's has not action

Actual Result(s)
Cross is not working in the Add a new language in the drop-down of Spoken Level and Written Level

Expected Result(s)
Should be has remove if press cross
