Remove extra pages on payment set up flow

Current behavior:
WHEN user is on their payments page, https://community.topcoder.com/PactsMemberServlet?module=PaymentHistory&full_list=false,
IF user wants to set up their payments, they select "How to get paid" link on top right

THEN user is directed to https://help.topcoder.com/hc/en-us/articles/217482038-Payment-Policies-and-Instructions where there is another link they have to click. See below

THEN user is finally directed to https://www.topcoder.com/thrive/articles/Payment%20Policies%20and%20Instructions

Expected behavior:
