Unify member skill updates based on past challenge history

There are two tools/processors updating member skills.

1. Member Skills Extractor: A tool that creates and maintains skill tag profiles of members, using their challenge win history. These skills will be used to recommend challenges to the user on the challenge listings page.
2. An ETL script that updates the MemberAggregatedSkills table that also updates the member skills based on past challenge participation history. Challenge spec.These skills are used to display the verified member skills on the member profile.

We must unify the member skill update process so its uniform across the platform.
