Incorrect winner displayed on Challenge page

Describe the bug
The user who have won the challenge is not being displayed on the challenge details page, instead tcwebservice is displayed.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'https://software.topcoder.com/review/actions/ViewProjectDetails?pid=30160352' and you will see user 'mearaj' as the winner
   

2. Go to Challenge page, winners tab 'https://www.topcoder.com/challenges/ec44a60f-3044-4522-9056-137fae613865?tab=winners' and you will see 'tcwebsrvice' as winner

Expected behavior
User 'mearaj' should be appearing as winner on the challenge details page as well.
