Submission Review link

@luizrrodrigues - As part of the submission review changes, we'd like to just add a link to the community app when a user is signed in:

The link would go to the challenge in the submission-review app, like:

https://submission-review.topcoder-dev.com/challenges/{challenge ID}

2. @Oanh-and-only-Oanh Do we need the submission review link for design and marathon matches. Design contests have their own submission management page.

Marathon matches also have their own My Submission tab.
