[$20] Default view of Challenge Listings page should be "Open for Registration" bucket not "All Challenges"

For logged out and Logged in states,

Currently behavior:

1. go to https://test-community-app.topcoder-dev.com/challenges?
2. user is automatically set on "all challenges" filter
3. This is can be an overwhelming and unless view

Expected behavior:

1. go to https://test-community-app.topcoder-dev.com/challenges?
2. user should be automatically set on "Open for Registration" filter
   change what the default bucket/query is
