[$40] Hide Delete Submission button for Design submissions

Current Behavior:

Members unable to delete previous submissions. Nothing was deleted after clicking the Delete Submission button.

Expected Behavior:
This is a non-working UI so we want to hide that Delete Submission button from the front-end so it doesn't confuse members. The button should ONLY be removed for Design submissions.
