[$90] Registration Date for some registrants on challenge page is less than Challenge Started date or 4 hours short

Describe the bug
The registration date for some registrants on challenge page is less than Challenge Started date.

To Reproduce
Steps to reproduce the behavior:

Date shown using Timezone: Asia/Manila

1. Go to https://www.topcoder.com/challenges/1140fca1-dfd1-4c7e-8603-1b45f4dfb343?tab=registrants

2. Click on Show Deadlines, just below the Submit button, to display "Challenge Started date" on the far left, and the Timezone on the far right

3. On September 15 at 06:00 AM, the Register and Submit buttons are still disabled and has zero registrant.

4. I was able to register at around Sep 15, 2020 06:16

5. Four minutes later, ketzjs09 register at Sep 15, 2020 06:20

6. At Sep 15, 2020 06:51, I saw 5 registrants as follows:

7. I noticed and wondering why fctorial registration date is less than mine as I remember, I definitely registered first, so I have saved this event, see registrants_05.png below

8. At Sep 15, 2020 07:31, I saw 8 registrants as follows:

Expected behavior
The Registration Date must be greater than Challenge Started date.

At around Sep 15, 2020 10:57, the challenge have 13 registrants and look at the registration date. The newly registered user should be listed at the bottom. Not on top of my registration.

@Oanh-and-only-Oanh At around Sep 15, 2020 12:01 PM, the challenge have 14 registrants and user banerjeesourish appears between Ksys and fadilfaisal. The banerjeesourish registration date should be Sep 15, 2020 12:01 and not Sep 15, 2020 08:01 .

Here, at around Sep 16, 2020 08:03, I initially registered on it; so it means, I am the only registrants, refer to case2_01.png below.

A few moment later Sep 16, 2020 08:44, the challenge have 3 registrants. The registration date for the new registrants are way below the Challenge Started date (Sep 16, 07:58). See case2_03.png for details.

A few moment later Sep 16, 2020 09:51, the challenge have 4 registrants. The registration date for tmalbonph and Gando19850304 were 4 hours shorter than the Challenge Started date (Sep 16, 08:30). See case3_04.png for details.
