[$60]Member rating color not reflected on profile

Describe the bug
The profile of a member is not showing up the rating color for his handle: https://www.topcoder.com/members/tourist

It should show the best rating a member has from all the different tracks he participates.

This is an old time issue, affecting members for many tracks. Hope we can solve it.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://www.topcoder.com/members/tourist
2. Tourist handle is black

Expected behavior
Tourist handle should be red

@skyhit @Oanh-and-only-Oanh There is back end issue, when getting member info it always returns null for the best rating. To get the best rating we need to get member stats. Do I need to fix the problem with the back end or solve it by making two queries?
