Users project Submission are accepted before the challenge has started.

Steps

1. Go to 'topcoder.com'
2. Select any challenges.
3. Register any challenges. e.g. - Topcoder fun QA challenges.
4. View the Challenge is yet to start i.e future date.
5. View the Submit button gets enabled.

Expected behavior
User Submission should not be enabled (Submission button should not be enabled) before the challenge has started.This confuses other users if the challenge has already started or they are delayed or they are into wrong time zone.All the users should be given equal opportunities.
