Do not recommend PRIVATE challenges or Dummy challenges

Issue: Private and dummy challenges are being recommended on the challenge details page. These are challenges are not challenges that public members can participate in.

Expected behavior: Hide all private and dummy challenges from the recommendation feature. I don't think there's a way for our system to identify a dummy challenges like the one below. To avoid recommending dummy challenges, we may need to NOT use tags or use OTHER tag.

Currently, we set the recommendation logic so that it recommends the first tag (except for Othertag). So my thought is, a challenge is not tagged or it is tagged using Other, it will not be displayed as a recommended. Would this be correct?

@Oanh-and-only-Oanh It won't catch the above cases where challenge is created wrongly. Instead can we introduce some tag(e.g. dummy) etc so we can filter not to show the such challenges. also in that we can completely hide them from listing as well recommended.

@veshu, Let's introduce "Dummy challenge" tag so we can exclude them from the recommendations.
