Filter communityId=zurich is not working when the URL is accessed directly

1. Go to challenge listing page
2. Apply filter Subcommunity = Zurich and check that it displays only the challenges related to Zurich
3. Now access the URL https://www.topcoder.com/challenges?communityId=zurich directly and observe that all challenges are displayed
