Steps to Reproduce

1. Go to the sample challenge page: https://clicktime.symantec.com/34CaebazimgmFxdkBZnihRc7Vc?u=https%3A%2F%2Fwww.topcoder.com%2Fchallenges%2F?tab=details. 2. Ensure that the screen reader is switched on. 3. Navigate to the headings 'final review' and 'approval'. Press the down arrow till you hear 'question mark'. 5. Note that pressing enter on this question mark doesn't display the text content which appears when mouse is hovered over it.

Expected Result
Provide the text of the tooltip directly. Else provide a button which when clicked should display the text.

Actual Result
The tooltip content is not accessible with keyboard and screen readers.
